Initialise OrgUnit

Before you can start working on an OrgUnit it needs to be initialised. This will

1. Check that the OrgUnit has not been used before (it can only be initialised once!)
2. Create a copy of the master chart of accounts set up by MCO
3. Set the start of the first financial year in which accounts for the OrgUnit will be kept in the system
4. Allow for the takeon of opening balances

You need to be logged in to the OrgUnit that you want to initialise.
